No, he said "14", then he started counting and we can see on the display the number "13:56". This in both my English and Italian version, but I don't think they've change the display. :)

I checked... Mulder says: "You've got about 14 minutes" Scully doesn't believe him and he begins to count.. starting with "13:56". It is -NEVER- visible on the machine... Just Mulder saying it.
