It's not true, the character of GTA 3 is Claude Speeds, Rockstar made a movie about him in http://www.rockstargames.com/gta2/downloads/movie.html You must download the one: "The Assassin is activated"

FOR GODS SAKE!!! Claude Speed is the name of the guy who you control in GTA III and who also makes a short appearance as a racer in San |Andreas. Toni Cipriani is a mafia gangster who you do work for in GTA III and who you control in Liberty City Stories. He also has an annoying mother. Tommy Vercetti is the name of the guy you control in Vice City. The picture in the egg seems to be Claude Speed- but it is really a piss-take of the comic book dot/pop art done by Roy Lichtenstein.

People - it IS Claude from GTA III. It is NOT a mistake - if you're savvy to Rockstar you'll recall the original television commercial with the opera music playing. It shows Claude firing away in THIS still. It is simply stylized in comic form. Possibly by the man you've implicated. End of commentary really.
