i believe that it is Goldie spray painting it, i know it's one of the girls, maybe Violet. and she doesn't run up and do it, they are hanging out while Maddie takes pictures.

In the book written by Joyce Carol Oates the girls were younger. They had a gang called "Foxfire". In the book, the girls spray painted different phases having to do with their gang around town. FOXFIRE REVENGE is my favorite!
